NBIS complements work undertaken by other organisations, stakeholders and partners in the county. It is advised by a Steering Group with representatives from the sectors:
- County Recorders and Norfolk and Norwich Naturalists Society (NNNS) representatives
- Local conservation charities/NGOs (such as Norfolk Wildlife Trust)
- Local conservation volunteer groups
- Local planning authorities (Norfolk County Council, districts and borough councils and Broads Authority)
- Private sector ecological and environmental consultancies
- Internal Drainage Boards
- Norfolk Biodiversity Partnership
